Built as municipal savings bank in 1892 to the design by Brno architects Vojtěch Dvořák and Karel Welzl. The neo-Renaissance façade is ornamented with atlants by Prague sculptor Antonín Popp. The conference hall was decorated by Joža Úprka with wall paintings depicting the town´s founding by Přemysl Otakar II and confirmation of its privileges by Jiří of Poděbrady. At the time of its founding, the building was admired as a symbol of the town´s prosperity, but later was thought to disrupt the area in front of the neighbouring Jesuit monastery complex. After the renovation of the sculptures, façades and interior of the ceremonies hall, it is now an integral part of the square.
